Timothy Phelps (1961 – ) was a Mormon church member in Morgantown, Kentucky; convicted of sexual abuse.

Timothy Phelps, AKA Tim Phelps, was reportedly a Mormon church member in Morgantown, Kentucky as of October 2025.

Phelps was convicted 1995 of lewd & lascivious acts with a child under 16, in Pinellas County, Florida. According to the Kentucky State Police sex offender registry, Phelps’s victim was 12 years old.

In May 2000, Phelps’s probation ended.

In January 2021, Phelps filed a motion to be removed from Florida sex offender registration. He can still be found on Offender Radar as well as Kentucky sex offender lists as of October 2025. Phelps lives in Morgantown, Kentucky.

The person who reported Phelps to Floodlit in October 2025 said Phelps was attending church meetings and passing the sacrament in Morgantown, Kentucky.

According to a source familiar with the case, Phelps served as a ward executive secretary from October 2019-August 2020.
