1. Former Substitute Teacher Sentenced on Molestation Charge
A former substitute teacher in two local school districts has been sentenced to jail and treatment after pleading guilty to child molestation, according to documents filed in Kitsap County Superior Court.
James D. Carnegie, 65, of Bremerton was given a Sex Offender Special Sentencing Alternative, or SOSSA, by Kitsap County Superior Court Judge Jeanette Dalton on April 20.
The special sentence means Carnegie will serve a year in jail — instead of the normal range of between 4 years, 3 months and 5 years, 8 months — as long as he completes a 3-year sex offender treatment program and complies with conditions of the sentence. He'll also be monitored by the Department of Corrections for the rest of his life.
Carnegie was arrested by Bremerton Police detectives on Jan. 2. Investigators found that he'd molested a young girl he knew after the girl saw him watching pornography on a computer on Dec. 29, 2008, at a home off Naval Avenue.
Carnegie had substituted in three elementary schools, Mountain View Middle School and the high school in the Bremerton School District. He also subbed in various schools in the Central Kitsap School District. He began stints with both districts in November 2007.
After his arrest, a woman from out of state came forward and said she also had been molested by Carnegie, according to court documents. The woman had gone more than two decades without disclosing the molestations.
