Robert Bruce Howell was a Mormon church member in Pleasant Grove, Utah and a professional dentist for over 30 years in New Jersey and Orem, Utah.
Howell was arrested June 24, 2026 for allegedly manipulating and sexually abusing a high school student who was working as his intern.

Dr. Robert Howell: Multiple alleged victims come forward via social media
A FLOODLIT search across social media posts and online news articles about the accusations against Howell found multiple comments by people alleging that they were victims of inappropriate behavior or sexual assault by Bruce Howell. FLOODLIT attempted to reach out wherever possible to obtain more information.
In a comment on one social media post by a news organization, a person said they went to Howell for a job interview in 2023. They said Howell “made me come later at night when no one else was in the office.”
During the interview, the person said, Howell “pulled me into one of the rooms for a tour, cornered me, started to grab his crotch area then told me that the work space was a ‘tight space’ and asked if I was ok with him ‘occasionally rubbing up against me’ and that he ‘didn’t want me to be weird if that happened.'”
The person continued: “He then proceeded to put me in a different room to fill out “paperwork” and he told me to not be on my phone… I knew I needed to get out of there, and as soon as he left the room to use the bathroom I immediately RAN out of the practice and called my family members to inform them what had happened. This man is SCARY.”
In a comment on a social media post on another platform, a commenter said they had worked at Howell’s office and that they and multiple coworkers were victims.

According to a 1971 news article, Howell was an LDS church member as a child. In approximately 1969, he was president of his ward’s deacons quorum (priesthood group for boys ages 12-14).
Howell went on an LDS church mission to Fukuoka, Japan from approximately 1976 to 1978, according to a 1979 wedding announcement.
In 1979, Howell was married in the Salt Lake Temple.
Howell graduated from Brigham Young University (BYU) in Provo, Utah, according to an article on his dentistry website titled “A Dentist You Can Trust in Orem, UT — Dr. Bruce Howell.” BYU is owned and operated by the Mormon church.

OREM, Utah (ABC4) — An Orem dentist is behind bars for allegedly manipulating and sexually abusing a high school student who was working as his intern.
Robert Bruce Howell of Pleasant Grove has been arrested for object rape, a first-degree felony, and forcible sexual abuse, a second-degree felony. He has yet to be formally charged.
According to the arrest statement, the Orem Police Department was contacted in November 2025 regarding a sexual assault that occurred the year prior. The victim reported that while she was in high school, she worked as an intern at a local business.

The victim told Howell that she was an athlete at her high school, and he provided hundreds of dollars’ worth of equipment to her. Before the athletic season started, he told the victim he would perform her required medical pre-participation form.

6. Orem dentist accused of abusing high school intern
OREM — An Orem dentist is accused of sexually abusing a high school senior he met during an internship by giving her a physical examination he was not licensed to perform.
Robert Bruce Howell, 69, was booked into the Utah County Jail on Wednesday for investigation of object rape and forcible sexual abuse.
Howell runs Orem Pediatric Dentistry, 442 W. 800 North, according to the business website.
The investigation began in November when a woman contacted police alleging that when she was a senior in high school during the 2023-2024 school year, “she was given the opportunity to be an intern at a local business. The business she worked with was Orem Pediatric Dentistry. During the time the victim worked at Orem Pediatric Dentistry, she was under the direct supervision of Dr. Robert Bruce Howell,” a police booking affidavit states.
Shortly after starting her internship, the woman and Howell began exchanging text messages.
“These messages quickly turned personal with Dr. Howell pursuing the victim using religion as the basis of their conversations. Dr. Howell also provided religious and personal advice outside the scope of a professional and student contact,” according to the affidavit. “Over the next several months, Dr. Howell and the victim exchanged over a thousand text messages discussing personal and religious matters. This also included known phone calls where the two would read scriptures together.”
Also during this time, Howell purchased hundreds of dollars’ worth of equipment to assist the woman with her high school athletics, according to police. Prior to the start of the sports season, the woman was required to obtain a medical examination. Howell told her that he could perform her physical exam, the affidavit states.
Investigators say Howell inappropriately touched the woman while conducting the exam in his office in 2024, the affidavit alleges.
Detectives downloaded data from the woman’s phone as part of their investigation and “spent the next several months reviewing this data. Detectives found 3,622 text messages between Dr. Howell and the victim. A small percentage of these messages were specific to work-related topics. However, a large number of messages were personal, some of which were determined to be highly manipulative toward the victim,” according to the affidavit.
“During some of these messages, Dr. Howell would request photographs of the victim in clothing he purchased for her. When pictures were sent, he would reply that she was wearing too many clothes and to resend new photographs with specific clothing,” the affidavit continued. “This clearly indicated Dr. Howell was sexually attracted to the victim adding to the concern the exam performed two days later was sexually based.”
When questioned by detectives on Wednesday, Howell admitted his exam included an examination of the victim’s breasts and genitals, the affidavit states. “Dr. Howell also advised the only other medical check was to check the heart and blood pressure of the victim, with no attempts to check orthopedic.”
Investigators noted to Howell that not only did the examination fall “outside his professional license,” but also the Utah High School Athletic Association “does not need or request” those types of examinations, according to the affidavit.
“Dr. Howell should be considered a danger to society due to his position as a pediatric dentist. He has access to multiple individuals in a vulnerable state and detectives are concerned there are additional victims from statements from the victim knowing other female employees have left under concerning means,” police stated in their affidavit.

8. Affidavit of Probable Cause
I believe there is probable cause to charge the defendant with these charges because:
Orem Police department were contacted on November 10, 2025 regarding a sexual assault case that occurred at [redacted] Orem.
Detectives with SVU conducted an investigation related to the report. Detectives conducted an interview with the adult female victim. During the interview the victim disclosed she was a Senior at [redacted] High School during the 2023-2024 school year. During the spring semester(Jan-May 2024) she was given the opportunity to be an intern at a local business. The business she worked with was Orem Pediatric Dentistry.
During the time the victim worked at Orem Pediatric Dentistry she was under the direct supervision of Dr. Robert Bruce Howell. Very shortly after beginning the internship program, Dr. Howell and the victim began exchanging text messages. These messages quickly turned personal with Dr. Howell pursuing the victim using religion as the basis of their conversations. Dr. Howell also provided religious and personal advice outside the scope of a professional and student contact.
Two weeks into the victims internship Dr. Howell provided medical services due to the victim having a cold. He prescribed medication and medical instruction to the victim. After the victim recovered from her illness Dr. Howell provided significant dental services to the victim. This was provided with the understanding the victim would work and the cost of services would be deducted from her pay.
Over the next several months Dr. Howell and the victim exchanged over a thousand text messages discussing personal and religious matters. This also included known phone calls where the two would read scriptures together. During this time the victim indicated she was an athlete at the high school. The two discussed donations Dr. Howell would provided to assist costs involved. Dr. Howell purchased equipment for the victim at the cost of hundreds of dollars.
Prior to the athletic season starting, the victim was required to complete a Utah High School Activities Association (UHSAA) medical pre-participation form. The victim discussed this with Dr. Howell who advised he would assist the victim. Dr. Howell completed the medical exam on March 13, 2024 at his dental office. The exam performed by Dr. Howell included a breast and vaginal exam. During the vaginal exam Dr. Howell removed his gloves, inserted his hand into her pants under her clothing and touched her vagina.
After the interview with the victim was completed a forensic download of her phone was completed. Detectives spent the next several months reviewing this data. Detectives found 3622 text messages between Dr. Howell and the victim. A small percentage of these messages were specific to work related topics. However, a large number of messages were personal, some of which were determined to be highly manipulative towards the victim.
During some of these messages Dr. Howell would request photographs of the victim in clothing he purchased for her. When pictures were sent he would reply that she was wearing too many cloths [sic] and to resend new photographs with specific clothing. These specific messages were sent on March 10. 2024 at 9:53pm. This clearly indicated Dr. Howell was sexually attracted to the victim adding to the concern the exam performed 2 days later was sexually based.
Detectives with the Orem Police SVU team contacted Dr. Howell on June 24, 2026 regarding the investigation. Dr. Howell advised he knew the victim and was aware she was an active high school student under his supervision from the school. Dr. Howell was confronted about the medical exam and relationship with the victim. Dr. Howell admitted he completed the medical exam including a breast and vaginal exam. He described the vaginal exam as involving him looking and touching the victims vagina. Dr. Howell also advised the only other medical check was to check the heart and blood pressure of the victim with no attempts to check orthopedic
Dr. Howell indicated the remaining portion of the relationship was strictly professional. When confronted about the text messages he indicated they did have a relationship outside of the office. Dr. Howell was confronted the medical exam he completed fell outside his professional license. He was also informed the exam required by UHSAA does not need or request a breast or vaginal exam.
After the interview with Dr. Howell he was arrested and transported to the Utah County Jail.
Dr. Howell will be charged with Forcible Sexual Abuse Felony 2(76-5-404) Dr Howell completed a breast exam on a female without consent and outside the scope of his professional license. This was done with the intent to sexually gratify himself and served no medical purpose at all. Text messages shortly before the exam took place indicate the infatuation Dr. Howell had with the victim.
Dr. Howell will also be charged with Object Rape Felony 1(76-5-402.2). While performing a medical exam for the victim Dr. Howell touched and inserted his fingers into the victims vagina. Dr. Howell admitted during his interview he pulled his hand out of the vagina indicating he penetrated the vaginal opening.
Dr. Howell should be considered a danger to society due to his position as a pediatric dentist. He has access to multiple individuals in a vulnerable state and detectives are concerned there are additional victims from statements from the victim knowing other female employees have left under concerning means. Dr. Howell also has direct means to travel and often does leave the state. For these reasons there is concern if he is released he could flee the state.
