Larry Keith Stoker was a Mormon church member who was arrested in June 1991, and charged with sexual abuse of a minor, in Post Falls, Idaho. occurring on/about January 1, 1988, and January 1, 1990
Convictions:
Two felony counts of : LEWD CONDUCT WITH A CHILD UNDER 16 (Idaho Code § 18-1508)
Stocker entered a guilty plea: On July 29, 1991, Stoker pled guilty to both counts. On August 26, 1991, Judge Horton entered a withheld judgment and sentenced Stoker to and was given 10 years of probation.
In October 1995 and June 1996, bench warrants were issued for probation violations.
July 22, 1996: Following probation violations, the court reconsidered the judgment. Stoker was found guilty and sentenced to 10 years in state prison (IDOC). However, the penitentiary sentence was suspended, and he was placed back on 10 years of probation.
Transition to Unsupervised Probation (1998): On June 9, 1998, the court granted an order discharging Stoker to unsupervised probation.
On April 10, 2000, Judge Horton denied Stoker’s motions requesting full discharge from probation and release from sex offender registration requirements.
Stoker was arrested and arraigned in June 1991. On June 19, 1991, he waived his preliminary hearing and was bound over to the District Court, closing this magistrate case.

CFP Board Disciplinary History

In December 1995, CFP Board revoked Mr. Stoker’s right to use the CFP marks after he failed to notify CFP Board of his professional suspensions, revocations and criminal record as required. CFP Board discovered that, as a result of a 1991 conviction for lewd conduct with a minor under sixteen, Mr. Stoker was placed on probation and had his license revoked by his state’s Division of Insurance. CFP Board also discovered that Mr. Stoker was fined $500 and suspended for 90 days by his state’s Department of Finance for violating an administrative agreement involving Mr. Stoker’s responsibilities in conducting estate planning seminars. The Department of Finance also found that Mr. Stoker failed to report the withheld judgment of August 1991 by submitting an incomplete application for renewal of his investment adviser license. Mr. Stoker’s investment adviser license was suspended for 180 days, and he was ordered to promptly amend his ADV and submit it to the Department of Finance.
