Jesse Allen Bloom is charged with forcible sodomy and enticing a minor.KAYSVILLE — Two employees of Davis Technical College have been arrested for alleged sexual offenses against the same teen student.
Mason H. Geilman, 34, of North Ogden, was booked into the Davis County Jail and charged on Friday in 2nd District Court with two counts of rape, two counts of object rape, and three counts of forcible sodomy, first-degree felonies; 10 counts of sexual exploitation of a minor and enticing a minor, second-degree felonies; and threatening or intimidating the subject of a child abuse report, a class B misdemeanor.
Jesse Allen Bloom, 38, of Farmington, was also arrested and charged Friday in 2nd District Court with forcible sodomy, a first-degree felony; and enticing a minor, a second-degree felony.
"Mason and Jesse were both employed by Davis Tech at the time that these offenses occurred," according to a statement from Kaysville police. "Davis Technical College is fully cooperating with the Kaysville Police Department. This incident remains under investigation."
Both men are instructors in the welding program at Davis Technical College, according to charging documents.
When interviewed by police, the girl told investigators that in July, Bloom picked her up from the Salt Lake City International Airport after she returned home from a trip.
"During this ride home, (she) disclosed that she was pressured by Jesse" to perform a sex act, a police booking affidavit states. She further explained that "she felt pressured" into doing the act "so that she could go home."
Police also found text messages from Bloom to the girl that were sexual, the affidavit states.
Bloom told Geilman what had happened, according to the charges, and Geilman contacted the teen girl and told her that he "was going to need to report it." However, prosecutors say Geilman not only "did not subsequently make a report regarding what he had learned," but "shortly after ... engaged in a sexual relationship with the victim" himself, charging documents state.
The alleged relationship was discovered after "another student had informed officers that (the girl) told them she had been having sex with an instructor," a police booking affidavit states. Police went to the school on Aug. 18.
Investigators searched Geilman's phone and found sexually suggestive messages between him and the girl and child sex abuse material. Police also learned the two had sexual interactions in a church parking lot and at Geilman's home, the affidavit states.
After Geilman's phone was seized by police, "he used a coworker's phone to call (the girl). During this phone call, Mason informed (her) that he was under investigation and that she should delete all the evidence of him off of her phone," according to the affidavit.

7. Davis Tech employees face sex-crime charges in investigation involving teen student
Mason H. Geilman, 34, of North Ogden, and Jesse Allen Bloom, 38, of Farmington, face felony sex-crime charges filed Friday in Utah’s 2nd District Court. Charging documents, as reported by KSL.com, allege that the men separately engaged in sexual conduct involving the same teenage student at Davis Technical College in Kaysville. Geilman is charged with two counts of rape, three counts of forcible sodomy, two counts of object rape, 10 counts of sexual exploitation of a minor, enticing a minor, and threatening or intimidating the subject of a child-abuse report. Bloom is charged with forcible sodomy and enticing a minor. The allegations have not been adjudicated in court.
What the charging documents allegeThe charging documents identify both men as instructors in Davis Tech’s welding program, KSL reported. Police allege Bloom sent the student sexual text messages and picked her up at Salt Lake City International Airport after a July trip. The affidavit says she told investigators that Bloom pressured her to perform a sex act.
Prosecutors further allege that Bloom told Geilman about the encounter. Geilman allegedly told the student he needed to report what he had learned, but did not do so and later began a sexual relationship with her. The documents place alleged sexual encounters involving Geilman at his home and in a church parking lot, according to KSL’s report of the case.
How police say the case came to light
Davis Tech’s reporting and Title IX proceduresDavis Technical College’s published policy says employees who know or should have reason to know that a covered violation has occurred must immediately report it to the college’s Title IX coordinator, according to Davis Technical College. The college identifies Samantha Cusenza as its Title IX coordinator and publishes a Kaysville address, the email address TitleIXCoordinator@davistech.edu and the phone number 801-593-2319 for questions about rights, grievance procedures and complaints, according to the college’s Title IX information page.
The investigation began after another student told police that the teenage student had been having sex with an instructor. Kaysville officers went to Davis Technical College on Aug. 18, according to the booking affidavit as reported by KSL.com. Investigators searched Geilman’s phone and reported finding sexually suggestive messages involving the student and child sexual-abuse material.
The affidavit also alleges that, after police seized Geilman’s phone, he used a coworker’s phone to contact the student. He allegedly told her that he was under investigation and urged her to delete evidence from her phone. That allegation supports the charge of threatening or intimidating the subject of a child-abuse report, according to the charging account.
Investigation and institutional responseKaysville police said both men were employed by Davis Tech when the alleged offenses occurred and that the college is cooperating with the investigation, which remains open, according to the statement reported by KSL.com. Geilman was booked into Davis County Jail. The supplied reporting does not establish when college administrators learned of the allegations, what additional screening procedures were in place, or whether investigators have identified additional potential victims.
