Garon Miskin was a Mormon in Rexburg, Idaho.
According to someone familiar with Miskin, “Garon was an apartment complex manager in Rexburg Idaho and used his position to access female apartments and abused victims while they were sleeping. Was talked about when it happened but news stories about it at the time are hard to find. [Miskin was a] scout leader in the Rexburg 5th ward. It also came out later and he was convicted in 2017 of abuse of his relatives.” They also reported the apartments Miskin managed were BYUI approved apartments.
According to Case # CR-2017-1295 Miskin was released from his Sex Offender Supervision around March 23, 2023.

6. Man sentenced to rider program for sexually abusing children
REXBURG - An Arizona man who hoped to be sentenced to probation was instead sentenced recently to a rider program for sexual abuse of two minor girls.
-
7. Man who admitted to abusing young girls gets a rider
REXBURG — A man who said he sexually victimized two young girls was given a rider because the judge felt he could be rehabilitated.
Garon Cordell Miskin,,44, was sent on a rider program with an underlying sentence of three and a half years fixed with six and a half indeterminate. Miskin entered an Alford plea — admitting a jury would likely find him guilty while still denying the allegations — to two felony charges of injury to a child as part of a plea agreement.
He was originally charged with two felony counts of lewd conduct with a minor and one felony count of sexual abuse of a minor. The lewd conduct charges were reduced and the sexual abuse charge was dismissed as part of the agreement.
“I hope to see (Miskin) sooner rather than later (after) having completed the programming,” District Judge Dane Watkins said during the hearing.
Watkins said he expects Miskin will complete the rider program sooner than the one year of local jail time he considered giving him.
A rider program consists of six months to one year of treatment in the state prison. Once a felon completes the program they go before the judge again. At that time, the judge decides whether to release the felon and put them on probation or send them to prison to complete their sentence.
Miskin will not have to register as a sex offender because injury to a child is not a sex crime.
As well as reducing the charges, the plea agreement stipulated that both the prosecution and the defense would recommend probation.
Special prosecutor John Dewey said a plea agreement was made because although the charges against Miskin were filed in 2017, the allegations were from 2008. He said it was difficult to find any corroborative evidence to use against Miskin.
However, Dewey said Miskin admitted to sexually abusing the girls and called them his victims during a psychosexual evaluation and polygraph test.
Miskin, however, maintains he did not abuse the girls in the specific way they accused him of abusing them.
“Mr. Miskin has never acknowledged — does he now, nor will he ever — acknowledge the specific allegations set forth in the complaint filed against him,” defense attorney Stephen Hart said.
Hart said that was the reason for the Alford plea.
Despite the recommendation, Watkins chose to issue a stiffer sentence in place of probation. Watkins said there is a possibility Miskin could end up serving the maximum 10-year sentence for felony injury to a child.
The victims said Miskin stuck his hand down their shirts and flicked their breasts. They said he would slap them on their bottoms, and one of the victims said she saw him trying to video her while she was changing in her room.

Miskin was previously convicted in 2008 of misdemeanor battery and misdemeanor unlawful entry. Miskin entered the apartment of a young woman in Rexburg without her permission and touched her leg while she was sleeping.
He was given a withheld judgment and ordered to undergo sex-offender treatment in that case, although he did not register as a sex offender then either.
“I recognize that I need to work to improve,” Miskin said. “I would ask the court for the opportunity to have the best chance at success by being able to work and contribute more than I take from society and do that by being on probation.”
Miskin’s statements were delivered stoically and with a level tone. He did not acknowledge any responsibility towards the victims who were both in the courtroom.
“While I’m aware you have no remorse for what you have done, I want you to know, I forgive you,” one of Miskin’s victims said through sobs.
The Bikers Against Child Abuse organization attended the sentencing. They blocked the victims from Miskin’s view before and after sentencing.
Miskin was ordered to pay a $3,000 fine for each charge and undergo sex-offender treatment while on the rider program.

8. UPDATE: Rexburg man charged with felony sex crimes had loaded gun, say police
UPDATE – Monday, June 5:
Details have emerged on misdemeanor charges of injury to a child and obstructing or resisting an officer filed against Garon C. Miskin, 43, of Rexburg, at the time of his arrest.
According to a probable cause statement obtained by EastIdahoNews.com, Madison County Deputy Braden Bestor arrived at Miskin’s home to arrest him on the three felony charges: one count of sex abuse of a child and two counts of lewd conduct.
“While attempting to explain that he needed to place his hands behind his back, he turned to re-enter his residence,” Bestor wrote in the statement. “I grabbed his right elbow area in (an) attempt to keep him from re-entering the residence due to his felony warrants and knowledge of firearms in his possession. He pulled away and was taken to the ground to gain control. He was placed in handcuffs with no further incident.”
After Miskin was taken into custody, Bestor said he discovered a rifle inside the doorway.
“A loaded 20-gauge shotgun was located inside the front door where Miskin was attempting to re-enter,” Bestor wrote. “He was charged with injury to a child where the loaded shotgun was leaning against the wall right inside the front door of the home.”
Miskin posted $150,000 bond Sunday afternoon and has been released from the Madison County Jail.
He is court ordered to have no conduct with the alleged victims.
PREVIOUS STORY – Friday, June 3:REXBURG — A 43-year-old man has been charged with sexually abusing two girls under the age of 10.
Garon C. Miskin, of Rexburg, was arrested Thursday evening by Madison County Sheriff deputies on one count of sex abuse of a child and two counts of lewd conduct, all felonies.
Due to an event at the time of his arrest, the details of which have not been made public yet, Miskin was additionally charged with misdemeanors of injury to a child and obstructing or resisting an officer. Court documents on those charges were not available Friday.
According to court records, two female victims reported the sexual abuse to the Family Crisis Center in Rexburg, which had occurred several years previous.
One victim reported the abuse started when she was 6 years old and continued until she was 8 years old, according to court documents. The other child said the abuse happened between the time she was around 10 and 14 years old.
Court records show Miskin is related to the victims.
Both victims told investigators that Miskin touched them under their clothing, on their chest and groin area several times.
One victim disclosed to investigators that at a young age, Miskin dressed her in a “revealing” dress and took photos of her and pictures under her dress.
Miskin is also reported to have used a video camera to watch the girl undress through her bedroom window.
Miskin is held on a $150,000 bond, and he made his first court appearance Friday morning. A preliminary hearing was scheduled for June 15.

9. Miskin sentenced to rider after plea agreement
Judge Dane Watkins Jr. sentenced Garon Miskin to a rider program Thursday, meaning he will serve at least six months in prison while receiving treatment, despite recommendations from both the prosecution and defense that he be sentenced to probation.
Miskin, of Rexburg, will have an underlying fixed sentence of 3 1/2 years in prison, combined with an indeterminate sentence of 6 1/2 years.
Miskin was originally charged with sexual abuse of a child, but under a plea bargain those charges were reduced to injury to a child.
This story will be updated later.

10. Prosecutors seek probation for Rexburg man accused of abusing girls
REXBURG — A plea agreement has been reached in the case of a man who allegedly sexually abused two young girls.
Garon C. Miskin is expected to plead guilty on March 20, to two charges of felony injury to children. He faces a maximum of 10 years in prison and a $10,000 fine. Per the plea agreement, the prosecution will recommend probation.
Two charges of felony lewd conduct with a minor under 16 will be dismissed as part of the agreement. His misdemeanor charge of resisting arrest will also be dismissed by the prosecution.
“We reached this agreement based on admissible evidence and the risks of going to trial,” Bonneville County Prosecuting Attorney Danny Clark told EastIdahoNews.com.
It is likely more details about the plea agreement will be made available after Miskin pleads guilty on March 20. The agreement is non-binding, meaning the judge is not bound by the agreement or any sentencing recommendations, and may impose any sentence authorized by law.
Bonneville County is prosecuting Miskin because of a conflict of interest between Miskin and the Madison County Prosecutor’s Office.
According to court records, two female victims reported the sexual abuse to the Family Crisis Center in Rexburg. The abuse had occurred several years before.
One victim said the abuse started when she was 6 years old and continued until she was 8 years old, according to court documents. The other child said the abuse happened between the time she was between 10 and 14 years old.
Court records show Miskin is related to the victims.

One victim disclosed to investigators that at a young age, Miskin dressed her in a “revealing” dress and took photos of her and pictures under her dress.
Miskin also used a video camera to watch the girl undress through her bedroom window, according to court documents.

11. Man charged with felony sex crimes pleads not guilty
REXBURG – A local man accused of lewd conduct with a child pleaded not guilty to all charges.
Garon Miskin went before a judge in Madison County district court on Oct. 11, to enter a not guilty plea.
Miskin’s arraignment was postponed multiple times since his arrest in June. The arraignment was postponed due to the defense disqualifying multiple judges without cause and the assignment of a special prosecution.

12. Man charged with felony sex crimes in June, hasn’t been arraigned yet
REXBURG – A local man charged with multiple sex crimes with a child under 16 has not yet faced a judge to plead guilty or not guilty, despite multiple scheduled court hearings.
An arrest warrant was issued for Garon Miskin on June 1. He was charged with two counts of lewd conduct with a child under 16 and one count of sexual abuse of a minor under 16. Since his arrest, the dates of his preliminary hearing and arraignment has been pushed back multiple times.

On the day of Miskin’s preliminary hearing, June 15, his defense filed a motion to disqualify the trial judge without cause. Meaning, the case had to be transferred to a new judge and a new date was set for the preliminary hearing.
The hearing was rescheduled for July 12. On the day of the hearing Madison County Prosecutor Sid Brown, requested a special prosecutor, citing a conflict of interest between Miskin and the Madison County Prosecutor’s office.
Troy Evans, a civil deputy in the Madison County Prosecutor’s office gave minimal assistance to Miskin in the sentencing of an unlawful entry and battery case roughly seven to eight years prior to the charges of sex crimes.
“It wasn’t a conflict that would have prejudiced Mr. Miskin at all,” Madison County deputy prosecutor Rob Wood told EastIdahoNews.com. “We talked to the Attorney General’s office and we talked to the bar ethics office; they both said ‘yeah, you’re right. It wouldn’t prejudice him but just be on the safe side and hand it off to a special prosecution.'”
The prosecution of the case was transferred to Bonneville County, again, resetting the date of the preliminary hearing. The hearing was supposed to take place Aug. 8.
Just 10 days before the day of the hearing, Miskin’s defense again motioned to disqualify the judge without cause. This required the preliminary hearing to be rescheduled again.
It was finally held on Aug. 28, and the date of his arraignment was set for Monday, Sept. 11. But Miskin didn’t show up.
John Dewey, the Bonneville County prosecutor assigned to the case, told EastIdahoNews.com there were two reasons Miskin was not arraigned on Monday. Notice of the arraignment hearing was never sent to Miskin and a new judge has yet to be assigned to the case.
A new arraignment date will be set when a new judge is assigned to the case.

13. UPDATE: Judge orders Miskin to undergo psychosexual evaluation
REXBURG — A man accused of felony injury to children continues to deny all allegations of wrongdoing.
Garon C. Miskin entered an Alford plea Tuesday, essentially pleading guilty to two counts of felony injury to children. By entering an Alford plea, Miskin is pleading guilty based on the fact that a jury would likely find him guilty. He has not admitted to any of the allegations made against him.
“I dispute those statements and the allegations, but I understand that in Madison County if a jury heard that witness that I am likely to be convicted,” Miskin said in response to written statements made by the victims.
Miskin was originally charged with lewd conduct after allegations were made he had sexually abused two children over the space of several years. Both victims told investigators that Miskin touched them under their clothing, on their chest and groin area several times.
The plea comes as part of a plea agreement that amended two charges of felony lewd conduct with a minor under 16 to felony injury to children. A charge of sexual abuse of a minor under 16 was dismissed by the prosecution. Bonneville County Deputy Prosecutor John Dewey said he is unable to elaborate on the facts of the while it is still pending.
During the hearing, the question of whether or not Miskin should undergo a psychosexual evaluation was argued. Miskin’s defense contested that the nature of the psychosexual evaluation means he would have to admit to sex crimes that he is not being charged with, nor admitted to throughout the proceedings against him.
Dewey argued that although the amended charges do not specifically pertain to sex crimes, the evidence against Miskin does, eliciting the need for a psychosexual evaluation.
District Judge Dane Watkins did not order a psychosexual evaluation at the time of the hearing. He has since ordered Miskin to submit to the psychosexual evaluation.
Because the charges Miskin entered an Alford plea for are not sex crimes he will not be required to register as a sex offender following his sentencing which will be held on June 4.
