Douglas Soverign Smith Jr. was not a Mormon. We have decided to list Smith in our database because the Mormon church and the BSA were deeply enmeshed together for over 100 years and Mormon officials routinely met with BSA executives. Also, our goal is to provide transparency on this topic and since Smith was later convicted of offenses similar to those for which he suspended men from involvement in the BSA, we have listed him. We have plans to create a separate section in our database for offenders who fall into similar non-LDS categories, and then Smith’s case report will be transferred there.
Smith worked as a BSA executive as a national program director. Smith notified in letters, (to one man in the Floodlit database), boy scout leaders that their registration was denied and or suspended active boy scout leaders registration once sexual abuse allegation were made or confirmed.
Smith was convicted in 2005 of possessing CSAM and was was sentenced to eight years in federal prison. Smith is sex offender in Texas.

FORT WORTH - A former high-ranking Boy Scouts of America official who ran a task force that worked to protect children from sexual abuse pleaded guilty Wednesday to a federal child-pornography charge.
Douglas Sovereign Smith Jr., 61, acknowledged receiving and sending images over the Internet of children engaging in sex acts. He was charged March 21 with possession and distribution of child pornography.
Smith pleaded guilty without making a deal with prosecutors and waived indictment. During a hearing, he answered the judge's questions but did not speak otherwise.
"He is contrite," said Jack Strickland, Smith's attorney. "He has accepted responsibility."
Smith worked for the Boy Scouts for 39 years and was a national program director, but he did not work directly with youths, Boy Scouts officials said.
He faces five to 20 years in prison without parole and up to a $250,000 fine. U.S. Magistrate Charles Bleil said Smith would remain free until his July 12 sentencing.

Authorities in Germany were the first to tie Douglas to child pornography in November 2003 upon executing a search warrant on a local man suspected of trafficking the same internationally. It was from there that they uncovered this Scouts’ Youth Protection League Chairman had received more than a few explicit images from the man in question, driving them to contact US officials. This subsequently kickstarted a probe into him as a part of Operation Predator, which ultimately concluded with his home being raided on February 22, 2005, and yielding 520 pornographic images of minors.
As per court documents, “The child pornography depicted males under the age of 18 engaged in sexually explicit conduct. Among these pornographic images were sexually explicit depictions of actual and known prepube scent males under the age of 12 years.” However, despite what many believe, none of them were of any scouts, and he didn’t have such content on his work computer either; he’d admittedly only received these images via the Internet prior to storing them on his personal computer, on his computer discs, as well as in his AOL e-mail account to later distribute them further.
Where is Douglas Smith Now?In light of Douglas’ early 2005 arrest on the charge of possession and distribution of child pornography, he was placed on administrative leave by the higher-ups at the Boy Scouts of America. He then resigned the same month on his own accord, just to later help federal agents arrest as well as indict a man from Pittsburgh, Pennsylvania, with whom he often traded explicit images. Since then, Douglas has registered as a sex offender, the records of which indicate this 80-year-old is based in Denton, Texas, at the moment and must report to a probation officer for life. Moreover, we should mention that despite this conviction of his married father and grandfather, he continues to receive pension and medical benefits from the Boy Scouts, as he’d handed in his retirement letter first.

3. Boy Scouts Executive Surrenders in Fort Worth on a Child Pornography Charge
HOUSTON, March 29 - The longtime program director of the Boy Scouts of America and chairman of its Youth Protection Task Force has surrendered on a federal charge of receiving and distributing child pornography on the Internet, the United States attorney's office in Fort Worth said Tuesday.
The director, Douglas Sovereign Smith Jr., 61, who was put on leave last month and quietly retired March 1, was expected to plead guilty on Wednesday to the single felony count filed by federal prosecutors, a crime that can carry a prison term of 5 to 20 years, said Kathy Colvin, a spokeswoman for the United States attorney's office.
Ms. Colvin said that a prosecutor's filing, rather than a grand jury indictment, was commonly used to charge a defendant when a guilty plea was anticipated. The filing charges Mr. Smith with knowingly receiving and sending "computer images which contained photographs of minors engaging in sexually explicit conduct."
Mr. Smith, program director since 1996 and a scouting official for 39 years, did not respond to a message left on his telephone in Colleyville, near Fort Worth. His lawyer, Jack Strickland, also did not return calls but told The Associated Press: "He's not taking this well. I've got to tell you, this is a good man and I would hate to see the entirety of his life and the good things he's done defined by one incident."
Gregg Shields, a spokesman for the Boy Scouts, which has its national headquarters in Irving, a Dallas suburb, said: "We're shocked and disappointed. Never in our recollection has an employee ever been charged with anything like this."
Mr. Shields said that Mr. Smith had held an administrative post that coordinated Boy Scouts and Cub Scouts programs with churches and schools and did not involve leading troops. "He's always been a good employee," Mr. Shields said. He said there was no record of accusations against Mr. Smith.
Mr. Shields said the Scouts learned of the investigation in a visit by agents from the Department of Homeland Security in February and put Mr. Smith on administrative leave. "Shortly thereafter he chose to retire," Mr. Shields said.
Ms. Colvin said the investigation had been carried out under Operation Predator, an initiative announced in 2003 by the Department of Homeland Security "to protect children from pornographers, child prostitution rings, Internet predators, alien smugglers, human traffickers and other criminals." The operation's investigative agency is the department's Bureau of Immigration and Customs Enforcement, which coordinates enforcement actions from what it calls its CyberSmuggling Center in Fairfax, Va.
Court records show that the prosecutor's information was filed March 21 and that Mr. Smith surrendered on Friday, when he appeared before Judge Charles Bleil in United States District Court in Fort Worth and was released pending an arraignment on Wednesday.
Mr. Shields said he did not know the jobs Mr. Smith held in the organization before becoming national program director. He said the organization had some 7,000 employees and about 1.5 million volunteers. In November 2002, according to a Boy Scouts posting on the Web, Mr. Smith, identifying himself as "National Director of Program and Chairman, Youth Protection Task Force," sent Scouts executives a letter announcing "a groundbreaking initiative for youth protection" and expansion of "our offering of programs to protect youth."
As of February 2003, Mr. Smith said, scout leaders, parents and other volunteers could go to the Internet for a training course on protecting scouts while out on tours and trips. He expressed confidence that the Web site would prove helpful "in providing the most wholesome possible environment for young people."
When five boy scouts were among 17 young people honored with Congressional Award Gold Medals in 1999, Mr. Smith accompanied the group to Washington and posed with them for a photo in Statuary Hall.
Mr. Smith also responded on behalf of the Boy Scouts in September 2004 when a lawyer and onetime Eagle Scout, Bruce D. Collins, wrote a letter taking issue with the Boy Scouts' dismissal of an assistant scoutmaster, James Dale, because he was gay. The case reached the Supreme Court and established the Boy Scouts' right to bar gays under the organization's own First Amendment right of expressive association.
Mr. Smith replied that "some intolerant elements in our society want to force scouting to abandon its values and become fundamentally different." He said that Mr. Collins "would do well to communicate his displeasure to those directing their discriminatory assault against his beloved Boy Scouts -- the A.C.L.U."
Last year, Mr. Smith was honored by the Boy Scouts with a Distinguished Service Award. His nomination read in part, "His visionary support to the National OA Committee has allowed our Order to move to new levels."

4. Former Scout executive sentenced in porn case
A former Boy Scouts executive was sentenced to eight years in prison Monday for collecting child porn from the Internet.
Douglas Sovereign Smith, Jr., 62, an executive in the Boy Scouts of America at the time he was charged, waived indictment and pleaded guilty in March to one count of possessing child porn.
"The good news is that the court certainly harmed Mr. Smith a lot less than the court could have," said Jack Strickland, Smith's attorney. "They take these cases very seriously, as they should."
Smith had faced between five and 20 years in prison.
Smith did not immediately return a call Monday to his Colleyville home seeking comment.
In a statement to the court, Smith apologized to his wife and three sons, church members and friends, and the Boy Scouts for the pain and humiliation he caused.
U.S. District Judge Terry Means ordered Smith to surrender to prison officials Jan. 9.
In March, Smith acknowledged receiving and sending over the Internet more than 500 images of boys, some younger than age 12, posing nude or engaging in sex acts.
Smith worked for the Boy Scouts for 39 years, the last nine as a national program director, but he did not work directly with children in his most recent job, Boy Scouts officials have said. He resigned in February after the allegations surfaced.
Court records show that Smith, who was not accused of or charged with child molestation children, checked into a sex addiction clinic this summer and also helped federal agents arrest and indict a Pittsburgh, Pa., man with whom he shared and traded child pornography.
Prosecutors agreed that Smith deserved leniency in his sentence for his assistance, but that prison was inevitable for the crime. After his release, Smith must spend the rest of his life under federal supervision, the judge ordered.

WASHINGTON, March 29, 2005 -- A former Boy Scouts of America official has been charged with possession and distribution of child pornography.
Douglas Sovereign Smith Jr., who as national program director planned activities for thousands of Scouts across the country, was accused of receiving over the Internet images of children engaging in sexually explicit acts.
Smith, 61, was also chairman of the Scout's Youth Protection League -- alerting Scout leaders to the dangers of predators on the Internet, ABC News has learned.
Law enforcement officials indicated the pictures did not show boys who were affiliated with the Boy Scouts, according to Gregg Shields, national spokesman for the Boy Scouts.
U.S. customs and immigration agents began investigating Smith last year after German authorities in Frankfurt tipped them off to his alleged ties to an Internet child pornographer.
Customs agents connected the child pornography to an e-mail address that was traced to Smith. He was arrested as part of an international crackdown on Internet child pornography that has netted 5,000 suspects so far.
"There's no typology for the child pornographer," said John Clark, deputy assistant secretary for Immigration and Customs Enforcement. "And that's part of the problem we have in law enforcement. They run the gamut of persons, doctors, lawyers, teachers, priests, clergymen of all sorts."
"You're going to find people who are accessing pornography from every segment of our society, which means we need to do a better job of protecting our kids and make no assumptions about where our kids might be safe," said Shay Bilchik, president and chief executive officer of the Child Welfare League of America.
The Boy Scouts organization issued a statement saying it was "dismayed and shocked to learn of the charges against" Smith.

- “Because this is a personnel matter we can't discuss the details,” spokesman Deron Smith said in an email. “But I can say at the time of his arrest, Mr. Smith was permanently removed from the Scouting program.”
- An attorney familiar with employment laws said denying Smith’s pension and benefits would violate the federal Employee Retirement Income Security Act.
- “They are very strict in protecting employee rights to what has been paid in,” said Rogge Dunn, a veteran Dallas attorney. “Having committed certain crimes is one of those things that the statute doesn’t address, but should probably be addressed in the future.”
