Protzman is a registered sex offender living in Ogden, Utah.
The following investigations for both victims occurred at the same time:
According to the P.C. Affidavit: victim 1
June 2018 – November 2018 Protzman had sex with (victim 1) a 15-year-old girl, the victim’s mom suspected sexual abuse and reported it to police. She also turned over a phone to the police that she discovered that Protzman gave to her daughter, which contained nude photos of Protzman. When the police picked Protzman up for questioning he was making suicidal threats to victim 2, so police took him to the hospital for an evaluation and was later cleared.
In the P.C. Affidavit it states that Protzman emailed victim 1 and said:
“Rumors need to be silenced, or he will silence them himself” and “he isn’t going to jail or be on the list” as well as several other threats made via email, family member of the 15 year old victim were concerned for their safety
According to the P.C. Affidavit: Victim 2:
15 year old disclosed she was raped by Protzman.
According to the P.C. Affidavit on 12-20-2018 Protzman trespassed onto Camp Kiesel property and was trespassed by the owner. What the owner was unaware of at that time was Protzman, a former camp counselor got a master key for the camp and made a copy. In January of 2019 Protzman illegally used the master key he made to unlawfully enter a room at the camp, where a 15 year old girl he knew was attending. Protzman engaged in sexual activity with the minor and supplied her with MDMA/ecstasy. The P.C. Affidavit also states that he had two guns and ammunition, in his bedroom and vehicle. In addition, while searching his phone police found nude pictures of himself and the teenager.
“Paul gave (the girl) a blue pill that he produced from the center console of his vehicle and told (her) it would make her feel better and help her congested sinuses,” according to a search warrant affidavit. “(The girl) recalled being in buildings at Camp Kiesel as well as running toward the BB gun range to get away from Paul. (She) lost consciousness in Paul’s truck and regained consciousness in Ogden City wearing only her underclothes of a tank top and shorts.” –Deseret News
Floodlit learned about Protzman’s case thanks to a report from an individual familiar with his case. We have attempted to find out whether Protzman was an LDS church member at the time of the crimes, but we have not yet located sufficient information to answer that question. Because he was alleged to have been a Scout Camp counselor at one point and the Boy Scouts of America had a 100+ year close working relationship with the Mormon church, and because multiple online descriptions of the camp say that it is for cub scouts and LDS youth, it appears possible Protzman was at one time an LDS Scout leader.

4. Charges: Utah man had unlawful sex with 2 teens, 1 at a Cub Scouts camp
OGDEN — A North Ogden man charged with having unlawful sex with two 15-year-old girls, including one at a Cub Scouts camp where he was a counselor and allegedly gave the girl Ecstasy, has been served with no contact orders.
Paul Richard Protzman, 23, is charged with 16 felonies in two separate cases in 2nd District Court.
In one case, he is charged with drug distribution, a second-degree felony, plus unlawful sexual activity with a minor and dealing in harmful materials to a minor, third-degree felonies.
In the other case, he is charged with 10 counts of unlawful sex with a minor and three counts of dealing in harmful materials to a minor, all third-degree felonies.
Protzman was ordered by a judge this week to have no contact with the two 15-year-old girls or their families pending the outcome of his court proceedings, according to court records.
In one case, Protzman is accused of taking a girl east of Huntsville to Camp Kiesel, where he had been a camp counselor, and made a copy of the master key without permission, according to charging documents. Police say Protzman gave the victim a pill, later determined to be Ecstasy, before engaging in sexual activity with her.

View CommentsAfter the alleged assault, Protzman sent the girl several threatening emails stating, "Rumors need to be silenced, or he will silence them himself," charging documents state. Other messages from Protzman stated he "isn't going to jail or be on the list," the charge state.
On Jan. 10 — the day Protzman had allegedly threatened to kill himself — police found him with a handgun and two magazines, according to the charges.
Protzman told police he had sex with the other girl more than 20 times between June and November of 2018 in multiple locations around Weber County, the charges state.
Bail in one case was set at $60,000 and $20,000 in the other. His next scheduled court hearing for both cases is set for Feb. 25.

5. Police: Man arrested after allegedly sexually assaulting South Ogden teen multiple times
SOUTH OGDEN, Utah (ABC4 News) – A Utah man has been arrested on multiple felonies after teen’s parents discovered he had sexually assaulted their daughter multiple times.
Police responded to the home of the 15-year-old girl whose parents said 23-year-old Paul Protzman had been having sex with their daughter.
The mother reported she had observed behavior between her daughter and the suspect that made her suspicious they have been having sex. The mom also found a phone Protzman had given her daughter, which was turned over to police.
Police spoke with the victim who said Protzman had sent her nude pictures via text messages, exposing his gentiles on multiple occasions. The girl also told police Protzman was having sex with another 15-year-old.
Protzman admitted to detectives he had been having sex with the reporting victim.
During the investigation, police found several threats made via email prior to his arrest stating “Rumors need to be silenced, or he will silence them himself”, and he “isn’t going to jail or be on the list”.
Protzman also made comments regarding committing suicide and during a welfare check conducted by North Ogden Police, he was located with a concealed 9mm handgun with two extra loaded magazines.
Protzman has been booked into Weber County Jail on ten third-degree felony counts of unlawful sexual activity with a minor and three felony counts of dealing in materials harmful to a minor.

6. South Ogden man arrested after alleged relations with 15-year-old girl, threats
SOUTH OGDEN, Utah, Jan. 13, 2019 (Gephardt Daily) — A 23-year-old South Ogden man was arrested after he allegedly had an unlawful relationship with a 15-year-old girl, then threatened her.
A probable cause statement from the 2nd District Court in Ogden said Paul Richard Protzman is facing 10 counts of third-degree felony sexual activity with a minor, as well as three counts of third-degree felony dealing in materials harmful to a minor.
The probable cause statement said that in August of 2018, the arresting officer responded to an address in South Ogden on a report of a sex offense.
The officer met with the complainant on arrival, who said she wanted to report that she suspected her 15-year-old daughter was having a sexual relationship with the suspect, later identified as Protzman.
The complainant reported that she had observed behavior between her daughter and the suspect that made her suspicious that they were intimate. She also said she had found a phone that the suspect had allegedly given her daughter, and this was turned over to police.
On Wednesday, the arresting officer spoke with the 15 year old and she admitted that the suspect had sent her sexually explicit photos of himself on multiple occasions. She also said she believed the suspect was having sexual relations with a second 15 year old. The 15 year old that was being interviewed said she and her parents were all concerned for their safety.
The next day, officials picked up Protzman after he allegedly made suicidal threats to the second 15 year old.
“It was reported that when Paul was picked up he had a handgun in his possession,” the statement said. “Paul was transported to the hospital for an evaluation and was later cleared.”
The arresting officer then went to the hospital and asked Protzman if he would speak to him. The suspect was transported to the South Ogden Police Department and advised of his Miranda rights.
During his interview, Protzman admitted to having sexual relations with the first 15 year old 20 or more times between the time period of June 16, 2018 and November of 2018. He also admitted to sending sexually explicit photographs of himself via text message to the 15 year old on at least three different occasions.
“There were several threats made via email prior to Paul being arrested stating ‘Rumors need to be silenced, or he will silence them himself,’ and that he ‘isn’t going to jail or be on the list.'” the probable cause statement said. “Family members of the 15 year old are concerned for their safety.
The suspect allegedly also threatened suicide again on another occasion and, during a welfare check that was conducted by North Ogden Police Department, he was located and had a concealed 9 mm handgun with two extra loaded magazines on his person. He then lied to officers when asked if he had any weapons on his person.
Weber County Sheriff’s Office is also working a separate case involving a third 15 year old “that disclosed that she was raped by Paul.” The suspect allegedly also admitted to having relations with this 15 year old.
Protzman was booked into Weber County Jail with his bail set at $60,000.

7. Charges: Utah man had unlawful sex with 2 teens, 1 at a Cub Scouts camp
OGDEN — A North Ogden man charged with having unlawful sex with two 15-year-old girls, including one at a Cub Scouts camp where he was a counselor and allegedly gave the girl Ecstasy, has been served with no contact orders.
Paul Richard Protzman, 23, is charged with 16 felonies in two separate cases in 2nd District Court.
In one case, he is charged with drug distribution, a second-degree felony, plus unlawful sexual activity with a minor and dealing in harmful materials to a minor, third-degree felonies.
In the other case, he is charged with 10 counts of unlawful sex with a minor and three counts of dealing in harmful materials to a minor, all third-degree felonies.
Protzman was ordered by a judge this week to have no contact with the two 15-year-old girls or their families pending the outcome of his court proceedings, according to court records.
In one case, Protzman is accused of taking a girl east of Huntsville to Camp Kiesel, where he had been a camp counselor, and made a copy of the master key without permission, according to charging documents. Police say Protzman gave the victim a pill, later determined to be Ecstasy, before engaging in sexual activity with her.
"Paul gave (the girl) a blue pill that he produced from the center console of his vehicle and told (her) it would make her feel better and help her congested sinuses," according to a search warrant affidavit. "(The girl) recalled being in buildings at Camp Kiesel as well as running toward the BB gun range to get away from Paul. (She) lost consciousness in Paul's truck and regained consciousness in Ogden City wearing only her underclothes of a tank top and shorts."
After the alleged assault, Protzman sent the girl several threatening emails stating, "Rumors need to be silenced, or he will silence them himself," charging documents state. Other messages from Protzman stated he "isn't going to jail or be on the list," the charge state.
On Jan. 10 — the day Protzman had allegedly threatened to kill himself — police found him with a handgun and two magazines, according to the charges.
Protzman told police he had sex with the other girl more than 20 times between June and November of 2018 in multiple locations around Weber County, the charges state.
Bail in one case was set at $60,000 and $20,000 in the other. His next scheduled court hearing for both cases is set for Feb. 25.
