Bryan Randall Brown was a Mormon in Kempner, Texas and active bishop of his ward. It appears as it is likely he was bishop over one of the Copperas Cove wards. It is unclear whether it was the Copperas Cove 1st or 2nd ward. Brown was also the stake president of the Corpus Christi, Texas stake from 2009-2015.
According to the P.C. Affidavit sometime between 2020 and 2023 Brown was in Utah and allegedly sexually abused a victim between the ages 7 to 10.
Brown was arrested in Texas in January 2026 for alleged child sexual abuse.
February 10, 2026 Brown was released as bishop.
February 11, 2026 Brown was indicted on sexual abuse related charges and was arraigned on February 27.
March 20, 2026 Brown had his pre-trial hearing in Texas for the child sexual abuse allegations that happened in January. Right away he bailed out of jail.
April 9th, 2026 upon his return to Utah for a baby blessing, he was arrested at the airport, for the alleged child sexual abuse incident in Utah.
May 22, 2026 pre-trial in Texas.
June 1, 2026 due back in court in Utah.
Floodlit discovered inaccurate information in an ABC4 article which stated that on March 9, 2026 Brown allegedly “raped and sexually abused [REDACTED] in South Jordan, Utah.” However, the P.C. Affidavit states that Brown allegedly sexually abused the victim 3-6 years earlier. The possible confusion is because the offense date is marked as March 9, 2026 in the P.C. Affidavit. But the text of the affidavit makes it clear that the alleged abuse in Utah occurred between approximately 2020 and 2023.
Floodlit also wishes to clarify an item regarding Brown’s religious affiliation. ABC4 mentioned that Brown was a “religious bishop,” but failed to specify the religion. The P.C. Affidavit also does not specify the religion. However, Floodlit conducted independent research and confirmed that Brown was a former LDS stake president and a current LDS bishop at the time of his arrest in January.
According to the Utah P.C. Affidavit, the lead investigator said “Bryan has utilized his position of trust […] through his religious standing as a Bishop” and “Bryan has a pattern of repeat offenses and targets victims closest to him.”
The investigator added, “Bryan is an immediate flight risk as he is not a resident of Utah. He currently resides in Kempner, TX and currently has pending charges for similar circumstances in Lampsas, TX. Bryan has a substantial leadership role within his religious community. Based upon the severity of the allegations involving vulnerable juvenile victims Bryan posses a risk to them and the community. […] Bryan is currently aware of his parole status with Texas and still traveled to Utah.”

2. Religious bishop arrested for alleged rape and abuse of minor relative
SOUTH JORDAN, Utah (ABC4) — A religious bishop from Texas has been arrested for allegedly raping and sexually abusing his minor relative in Utah.
The 53-year-old man, who ABC4 is not identifying in order to protect the victim, has been arrested on one count of object rape of a child (first-degree felony), and one count of sexual abuse of a child (second-degree felony).
According to court documents, he is from Texas, where he is a religious bishop.
It is alleged that on March 9, the man raped and sexually abused his minor relative while at a family member’s home in South Jordan, Utah. The victim reported that the two were lying side-by-side on a bunk bed when he began sexually assaulting her. She stated that she felt scared and wanted to tell him no. The man was eventually called by someone else in the home and left the room.
Following the assault, the victim recalled feeling uncomfortable around the man. She also told law enforcement that she experienced mental health difficulties.

Court documents state that a few weeks prior to his arrest in Utah, he was arrested in Texas for a similar crime. ABC4 does not have further details on the arrest.
At this time, the suspect is being held without bail in the Salt Lake County Jail.

A former Copperas Cove bishop was jailed in Utah after a separate Texas arrest, with court records tying Bryan Randall Brown to cases in both states.
Bryan Randall Brown, a former Copperas Cove-area bishop and earlier Mormon stake president in Corpus Christi, now faces child-sex abuse allegations in Texas and Utah. The cases have unfolded across two states within months, drawing new scrutiny to his church roles and to what, if anything, was visible locally before the arrests.
Lampasas County criminal-docket records show Brown was arrested Jan. 20, 2026, on a charge of indecency with a child-sexual contact. The docket also lists an arraignment setting for Feb. 27, 2026. A later public docket tied Brown to an address in Kempner, Texas, and court and media reporting identified him as a 53-year-old man from Texas. Floodlit’s case notes say Brown was serving as an active bishop in the Copperas Cove area when he was arrested, and that he was released from that bishop position on Feb. 10, 2026.
The Utah case became public after Brown was arrested April 9, 2026, at Salt Lake City Airport after returning to the state for a grandchild’s blessing, ABC4 Utah reported. In that case, he was charged with one count of object rape of a child and one count of sexual abuse of a child. ABC4 Utah also reported that he was being held without bail in Salt Lake County Jail. Floodlit says investigators alleged the Utah abuse occurred sometime between 2020 and 2023 and involved two alleged victims.
For Copperas Cove, the timeline matters because Brown’s church position placed him in a trusted local role while the Texas case was moving through county court. The City of Copperas Cove says its daily police bulletin is only a summary, is subject to change as investigations continue, and is not a complete case record, a reminder that local public notices may not capture the full scope of a developing abuse investigation.
