Dr. Frank Edgar Ramsey was a Mormon and doctor in Richmond, Virginia.
On August 6, 2005, Ramsey visited a woman in the in Chippenham Hospital in Richmond, Virginia and was accused of sexually assaulting the woman who was in the hospital recovering.
According to ABC 8 News “he did not have medical privileges at our hospital but was on the property as a visitor to a patient.”

“According to the board’s statement of allegations, Ramsey entered a Richmond-area hospital on Aug. 6 to visit a family friend identified as Individual A. The board alleges he attempted to kiss her on the lips and penetrated her vagina with several fingers without her consent. As CBS 6 previously reported, police said the alleged crime occurred at Chippenham Hospital.
Individual A told a board investigator she met Ramsey and his wife through church. The investigator noted that a nurse who responded to Individual A’s room said Individual A described herself as “best friends” with Ramsey’s spouse.
She told police that Ramsey allegedly said to her, “I want to feel your pussy. My job is to make you feel better.”” WTVR 6
Ramsey voluntarily surrendered his medical license in October 22, 2025.

A doctor in Virginia has been charged with two sex crime counts after he allegedly told a victim that he had a “fantasy” about her. Richmond Police charged Frank Ramsey, 83, with felony object sexual penetration and misdemeanor assault and battery on August 11, 2025.
At the time of his arrest, he was working part-time at a Patient First location in Chesterfield County. Ramsey reportedly entered a Richmond-area hospital on August 6, 2025, to visit a family friend, identified as Individual A in the board’s allegation statement viewed by CBS 6. The board claimed that he attempted to kiss Individual A on the lips, as well as penetrated her vagina with several fingers without her consent. The victim told a board investigator that she’d met Ramsey and his wife through church, while a nurse told the investigator that the victim said she and Ramsey’s wife were 'best friends.” She also told authorities that Ramsey allegedly said to her, 'I want to feel your p***y. My job is to make you feel better.''I am so ashamed of myself. had nothing to do with what I did. I told her about my fantasy about making you feel better. She said, 'Don't you dare,’” Ramsey allegedly wrote in one message. Another alleged message from Ramsey read, 'I apologize. Really was trying to make you feel better, but it didn't do much or not at all. It will not happen again. Hope we can still be friends.' Ramsey also reportedly sent an email to a board investigator in October 2025, stating that he would voluntarily surrender his DEA license and was willing to surrender his Virginia medical license to the board. Additionally, he said that he did not plan to renew his license to practice medicine. His license later expired on January 31. CBS 6 reported that the Virginia Board of Medicine officially suspended Ramsey's right to renew his license to practice medicine on February 19 in light of the charges. Ramsey can contest the suspension at a formal hearing before the Board of Medicine, which is scheduled to take place on April 3. Meanwhile, he is next scheduled to appear in court regarding the criminal charges on Wednesday, March 4. It is not currently clear if Ramsey has entered a plea, though CBS 6 reported that his attorney said he is feeble and his mental status is starting to decline during an August 2025 court appearance. Ramsey was granted a $2,500 bond and was placed under house arrest in August 2025, according to 12 On Your Side. The Richmond Police Department did not immediately respond to Us Weekly’s request for comment regarding the case. Prior to his role at Patient First, Ramsey was a well-known doctor who worked in the ER at Chippenham Hospital. He started at the hospital in 1984 and continued to be employed there until he retired in April 2022, according to the Richmond Times Dispatch.

4. Former doctor faces sexual assault charges after alleged incident at Richmond hospital
RICHMOND, Va. (WRIC) — A former doctor is facing sexual assault charges after a woman recently reported an alleged incident that occurred earlier in August.
On Sunday, Aug. 10, 83-year-old Frank Ramsey was arrested and charged with assault and battery and object sexual penetration by force in relation to an alleged sexual assault that occurred on Wednesday, Aug. 6, at Chippenham Hospital in Richmond.
According to court documents, on Aug. 6, a woman said she was sexually assaulted by a known man at Chippenham Hospital — whom police identified as Ramsey. Police emphasized in court records that this was done “without the consent of the victim and within the city limits of Richmond, Virginia.”
A spokesperson with Patient First confirmed Ramsey was immediately put on administrative leave as soon as the news broke. He had only been with Patient First for less than a month before the alleged Aug. 6 incident, starting as a part-time provider in mid-July of 2025.
“This matter involves conduct alleged to have occurred outside of the work environment,” a spokesperson with Patient First said. “Dr. Ramsey has worked for Patient First for a short time, having started working as a part-time physician in mid-July 2025, and is currently on administrative leave.”
An HCA Healthcare spokesperson said Ramsey was not an employee of Chippenham Hospital at the time of the alleged incident.
According to the spokesperson, “he did not have medical privileges at our hospital but was on the property as a visitor to a patient.”
“Dr. Ramsey was formerly a contract provider for TeamHealth, a vendor for emergency department services at several local Richmond hospitals,” a spokesperson with HCA Healthcare said. “We are thankful for law enforcement’s efforts in the investigation.”
A bond hearing was held in Richmond’s Manchester General District Court on Thursday, Aug. 14. According to court officials, Ramsey was granted a $2,500 personal recognizance bond.
Ramsey is being held at Richmond Justice Center, and his next court appearance is scheduled for Thursday, Sept. 11.

5. 83-year-old doctor faces sexual assault charges
RICHMOND, Va. (WWBT) - An 83-year-old North Chesterfield man faces two charges related to an alleged sexual assault last week at Chippenham Hospital.
“Officers spoke to an adult female, who stated she was sexually assaulted by a known adult male while in the hospital,” police said on Tuesday.
Police said the incident happened at 2:22 p.m. Wednesday, Aug. 6.
Officers arrested Frank Ramsey and charged him with misdemeanor assault and a felony charge of object sexual penetration.
Ramsey was well-known for his ER work at Chippenham Hospital and began to do work there in 1984, according to the Richmond Times Dispatch. He retired in April 2022.
HCA’s Chippenham Hospital said in a statement that Dr. Ramsey was visiting a patient.
Patient First confirmed Ramsey had worked there since July, but “this matter involves conduct alleged to have occurred outside of the work environment.”
“Dr. Ramsey has worked for Patient First for a short time, having started working as a part-time physician in mid-July 2025, and is currently on administrative leave,” Patient First said in a statement on Tuesday.
Dr. Ramsey is still in custody at the Richmond Justice Center. He is set to make a court appearance on Sept. 11.

RICHMOND, Va. — A respected Richmond-area doctor who saved lives in the area for more than four decades is now behind bars, facing serious criminal charges.
Dr. Frank Edgar Ramsey, 83, who was once hailed as a pioneer of emergency medicine, has been arrested and charged with assault and battery and felony object sexual penetration.
The charges stem from an incident last week at HCA's Chippenham Hospital, according to police.
"Nobody can believe it," said Miles Turner from Law Enforcement Consulting LLC, who knew Ramsey from the Chippenham emergency room throughout his own public safety career.
"He's well known in the EMS, ER, public safety community. He worked in the ER for decades. When I did EMS, I dealt with him," Turner said.
Ramsey worked as an emergency room doctor at Chippenham Hospital until retiring at age 80. He had recently been working part-time at a Patient First location on Genito Road in Chesterfield County since mid-July, according to a spokesperson, but is now on administrative leave from that position.
Patient First's Director of Community Relations confirmed Ramsey's administrative leave status. The alleged sexual incident did not occur at the Patient First facility.
Laura Petrosky from HCA's Strategic Communications provided a statement: "Chippenham Hospital, the care, safety, and security of our patients is of utmost importance. A visitor at the hospital was arrested in connection with an alleged assault that took place at the hospital. Out of respect for the privacy of our patient and the integrity of the ongoing investigation, we are unable to provide any additional information. We will continue fully assisting local law enforcement and we are very thankful for their efforts on this matter."
Turner believes investigators will work to determine if this was an isolated incident.
"It's going to open Pandora's box in about four ways. In fact I think it just took the hinges off Pandora's box," Turner said.
Ramsey is currently being held without bond at the Richmond Justice Center. His next court appearance is scheduled for Sept. 11.

RICHMOND, Va. — The Virginia Board of Medicine suspended Dr. Frank Edgar Ramsey's right to renew his license to practice medicine on Feb. 19 following charges filed against the then-83-year-old doctor last year.
Ramsey was charged with felony object sexual penetration and misdemeanor assault and battery by Richmond Police on Aug. 11 of last year. At the time of his arrest, he worked part-time at a Patient First location on Genito Road in Chesterfield County.

In one message, Ramsey allegedly wrote:

In another message, he allegedly wrote:
"I apologize. Really was trying to make you feel better, but it didn't much or not at all. It will not happen again. Hope we can still be friends."
According to the order, Ramsey sent an email to a board investigator in October stating he would voluntarily surrender his DEA license, did not plan to renew his license to practice medicine in the future, and was willing to surrender his Virginia medical license to the board. His license expired on Jan. 31 of this year.
Ramsey can contest the suspension at a formal hearing before the Board of Medicine scheduled for April 3. His next court appearance on the criminal charges is scheduled for March 4.
We reached out to Ramsey's attorney and are waiting for a response. At Ramsey's bond hearing in August, his attorney told the court he is feeble and his mental status is starting to decline.
