Kevin Phillips was a Mormon church member and police officer in South East London.
In 2022, while dressed in police uniform on duty, Phillips was caught in Dog Kennel Hill park in South East London masturbating.

Footage of the incident was viewed tens of thousands of times after a shocked member of the public videoed the PCSO and uploaded it to Twitter.
The former Police Community Support Officer (PCSO) can be seen sitting on a green bench with his police cap by his side in the park.
Phillips looks over his shoulder at one point to check his surroundings before watching something on his phone as he carries on with the sex act.

The member of the public who filmed the incident confronted the PCSO and photographed his badge number.
The 33-second clip came to police attention on 30 March and the father-of-two was arrested at his home in Croydon.
Phillips, who was attached to the Met's Roads and Transport Policing Command but has since resigned, admitted outraging public decency at Croydon Magistrates' Court.
His solicitor, Tahir Ali, previously told the court Phillips is married with two young daughters.

Chief Superintendent Simon Ovens, who leads the Met's Roads and Transport Policing Command, said: "Phillips' behaviour that day was repulsive and is contrary to everything the decent officers and staff of the Metropolitan Police stand for.
"He has let down a great many of his colleagues and the public whom we serve. There is absolutely no place in the Met for such appalling behaviour.
"As soon as we became aware of the video we took immediate action to investigate. Officers worked through the night to identify him and secure a warrant for his arrest.

A Met Police PCSO who was caught allegedly masturbating has been charged with outraging public decency.
The charge relates to a video of the officer sitting on a park bench, which was circulated online in the evening of Wednesday (March 30).
The grim clip was viewed over 300,000 times on Twitter, with more than 2,000 retweets, 4,000 likes and 600 comments.
The 33-second clip appears to show the officer sitting on a bench in a tree-filled park with his police cap removed and placed next to him.
He checks around him to see if anyone is nearby and then appears to watch something on his phone while using his hand to touch his own genitals, the clip suggests.
The person filming the PCSO from behind some trees later confronted him and was able to get a photo of his badge number.

In the short clip which was posted to Twitter, a man in uniform can be seen checking over his shoulder whilst sitting on a bench, in his uniform, next to his police cap, before looking at his mobile phone and then carrying out a sex act.
The video came to the attention of police shortly before 11.30pm on Wednesday, the Met said.
Mr Phillips admitted the offence with a guilty plea when questioned, blaming his behaviour on stress and a medical condition, the court heard.
He was released on bail on the condition he does not enter a park or recreation ground in England or Wales. His solicitor, Tahir Ali, told the court Phillips is married with two young daughters.
The Met’s Directorate of Professional Standards is leading this investigation and a referral has been made to the Independent Office for Police Conduct.
Kyle Gordon, who is in charge of the Met’s Roads and Transport Policing Command, said: "I know that everyone will be absolutely shocked by this video. I am absolutely horrified and saddened by incidents such as this, as are all decent officers and staff.
"They are contrary to everything we stand for.
"I would like to reassure everyone that we are working as fast as we possibly can to identify the full circumstances of what took place.
"As soon as we became aware of the video just before midnight we acted immediately.
"Officers worked throughout the night and a serving member of police staff was arrested in the early hours of Thursday morning and taken into custody.
"As a criminal investigation is now under way we are limited in what further details we can discuss. However, we will keep the public updated at significant stages of the inquiry."
The incident comes after a string of high-profile incidents of misconduct within the Met Police.
Two officers were recently jailed for sharing images of the bodies of murdered sisters Nicole Smallman and Bibaa Henry.
