1. Predatory Offender Accused of Raping Rochester Teenager
Rochester, MN (KROC-AM News) - Bail has been set at a half million dollars for a predatory offender accused of raping a 14-year-old Rochester girl.
22-year-old Kyle Preston Garrow of Rochester was arraigned Thursday in Olmsted County Court on eight felony charges. The criminal complaint indicates the charges stem from an investigation that was launched by Rochester police on Christmas Day after officers responded to a report from a man and woman who had observed sexually explicit messages and images on a juvenile girl's cell phone and told police that she had been communicating with Garrow via Snapchat.

The responding officers also spoke to a third adult, who stated that another juvenile girl told her that she met Garrow at a nearby park in northwest Rochester and he had sexually assaulted her. The criminal complaint says the officers spoke with the second girl about a week later and she described how the two girls had messaged with Garrow on Snapchat and he supplied them with a vape pen.

According to the charges, one of the girls met with Garrow on three other occasions and that he allegedly sexually assaulted her. The criminal complaint alleges the sexual contact occurred at two different parks in Rochester and at Garrow's apartment after the victim agreed to meet with him to obtain marijuana and other "products." The court document also says the two girls were linked through Facetime on their phones during one of the incidents

It is also alleged that both girls sent Garrow sexually explicit images and videos of themselves at his request. The charges say the girls also told investigators that Garrow sent them videos showing him having sexual encounters with another female.

Garrow is charged with two counts of third-degree criminal sexual conduct, four counts of soliciting a child to engage in sexual conduct, and two counts of possession of child pornography. He is scheduled to return to court for another hearing later this month.
The criminal complaint states that Garrow was required to register as a predatory offender as a result of an offense that occurred in Wright County in 2018 when he was a juvenile.

2. Rochester predatory offender accused of soliciting sex from juveniles, supplying drugs
ABC 6 News) – A Rochester predatory offender faces eight felony charges after allegedly soliciting sex from two minors in exchange for tobacco and marijuana.
Kyle Preston Garrow, 23, is also accused of forcibly assaulting at least one of the juveniles, as well as possessing child pornography.Garrow was taken into custody Jan. 8 and is held on $500,000 bail with or without conditions.
According to court documents, on Christmas, a Rochester police officer spoke with two adults who said they had seen sexual images and messages on a juvenile girl’s phone.
The first juvenile allegedly told one of the adults that a second juvenile girl was involved, and that Garrow had met the second at a local park and forced her to have sex.
According to court documents, police spoke with the second juvenile, who told them a Snapchat account called “Kyle” had added them, learned their ages, and asked them what they would pay or do for vapes.
The allegedly met in person, Garrow gave the juveniles a vape pen, and they “noted that Garrow looked older.”
The two blocked Garrow, but unblocked him after someone claiming to be his friend called them and told them to unblock him for money.
The juveniles allegedly met with Garrow several more times to receive vapes. At least once, the second teenager told police she brought money because she did not want to have sex with Garrow, but he forced her to.Court documents allege that Garrow also sent both juveniles explicit videos and attempted to solicit images or sex acts.
Both juveniles told police they were afraid of Garrow and felt pressured to continue.
Garrow is a registered predatory offender since a 2018 juvenile case in Wright County.
Garrow faces the following charges: two counts of 3rd-degree criminal sexual conduct, including penetration, with minors; two counts of child solicitation–prohibited act; two counts of electronic child solicitation; and two counts of possessing child pornography.
His next appearance is scheduled for Jan. 23.

3. Rochester man pleads not guilty to eight sex crimes
ROCHESTER, Minn. – A trial date is set for a Rochester man charged with eight felony sex crimes.
Kyle Preston Garrow, 23, has pleaded not guilty to two counts of third-degree criminal sexual conduct, two counts of soliciting a child to engage in sexual conduct, two counts of soliciting a child or someone believed to be a child through electronic communication to engage in sexual conduct, and two counts of possession of pornographic work as a registered predatory offender.
Garrow is accused of having sexual communications with two victims under the age of 15 and of having sex with one of his underage victims.
His trial is scheduled to begin on June 30 in Olmsted County District Court.

4. Registered predatory offender accused of criminal sexual conduct, soliciting children
ROCHESTER — A Rochester man has been accused of criminal sexual conduct with minors.
Kyle Preston Garrow, 22, is facing two counts of third-degree criminal sexual conduct, four counts of soliciting a child to engage in sexual conduct and two counts of possessing pornographic work, all felonies. Garrow is a registered predatory offender from a 2018 juvenile case in Wright County.
According to the criminal complaint, two adult witnesses told police that they found sexually explicit messages and images on a minor's phone. The girl said she was communicating with Garrow on Snapchat and said her friend was also involved. Both girls are under the age of 15.
The second girl told an adult that Garrow "forcibly had sex with her at a local park," the complaint said.
Police met with the second girl on Dec. 31, 2024, the complaint said. She told police that she and the other girl went through Snapchat's "quick add" section to see who recently added them in November 2024. The girl told police she liked to message those people as a joke.
"Kyle" added both girls, so they added him back. The second girl told Garrow she was 14. Garrow responded saying, "I'm a little bit older if you don't mind." Garrow asked if she smoked and what she would be willing to pay or do for it.
According to the complaint, Garrow went to the first girl's residence in northwest Rochester, where the two girls met him outside. Garrow gave the second girl a vape pen, the complaint said. Both girls then left and blocked him on Snapchat.
Someone, who claimed to be one of Garrow's friends, called the second girl and said he would give both girls $200 if they unblocked Garrow. They proceeded to unblock Garrow, the complaint said.
The complaint alleges that Garrow messaged the second girl that "he wanted to have sex with her" and that he was not going to give her the vape pens "for free." She met Garrow near a park, but soon after, pulled away and left.
The complaint said she met Garrow another time to retrieve marijuana, but the girl brought money with her "because she did not want to have sex with him." He told "her he would do whatever he wanted to her" and sexually assaulted her, the complaint alleges. She told police she was scared of Garrow.
The first girl spoke with RPD on Jan. 2. She told police she was scared of Garrow and felt pressured by him.
Both girls also told police that Garrow sent them videos of him having sex with another female.
