despite his 2009 sex crime conviction and 2011 probation violation, Biggs continued to participate in a Portland, Oregon choir associated with the Mormon church
Keith Biggs Jr. was a Mormon church member in Troutdale, Oregon, which is near the city of Portland.
Biggs was charged in Multnomah County with 20 felonies related to child sexual abuse (case number 090532175), by a grand jury indictment.
At the time, Biggs was “actively involved in his church,” according to an affidavit submitted to the court by his criminal defense attorney.
In 2009, Biggs entered into a plea agreement whereby all 20 original charges were dropped. Instead, Biggs pleaded guilty to two misdemeanor counts: one class A count of contributing to sexual delinquency of a minor, and one class B count of harassment.
As part of the plea agreement, Biggs admitted to the following:
He engaged in sexual intercourse with the victim prior to her 18th birthday.
He “subjected [the victim] to offensive physical contact by touching a sexual or intimate part of [the victim].”
Biggs was required to register as a sex offender and was sentenced to 20 days in jail (to be served on weekends) and three years of probation, according to court documents.
In 2011, Biggs violated parole by visiting Brigham Young University, where the victim was attending.
As of July 2026, Biggs does not appear to be registered anymore as a sex offender. He lives in Fairview, Oregon, according to a public records search.
Keith Biggs Jr. involvement in Oregon choir with ties to the Mormon church
“One of Keith’s biggest musical highlights was being able to play the famous Mormon Tabernacle Organ in August of 2013,” his bio on the Portland Choir & Orchestra website said as of July 3, 2026.
According to Biggs’s bio on the choir’s website, Biggs “has been involved with the Portland Choir & Orchestra from its beginning in 2005. He has voluntarily served as public relations director for the choir and orchestra and previously as Executive Director for 7 years.”
A 2012 article on the Church News website lists Biggs as the “public relations manager” of the choir.
Timeline of events related to Keith Biggs and the Mormon/LDS church:
- 2005: The Portland Ensign Choir and Orchestra is formed, with Biggs as a founding member. According to a 2012 Church News article with Biggs listed in the byline as the choir’s public relations manager, “Even though the choir and orchestra is not affiliated with the Church and operates as a non-profit organization, many members of the choir and orchestra are Latter-day Saints. All members of the choir and orchestra are auditioned and are required to sign a member agreement that they will uphold the standards of the church, participate in all dress rehearsals and concerts, not miss any rehearsals without prior authorization, and support their home ward and stake choirs.”
- Aug. 31, 2009: LDS Social Services was subpoenaed by the defense in Biggs’s criminal case because an LDS Social Services counselor had provided therapy to the alleged victim.
- 2009-11: Biggs continued to participate in the choir despite his criminal conviction (December 2009) and probation violation (2011).
- August 2013: Biggs was permitted to play the organ in the Mormon Tabernacle at Temple Square in Salt Lake City.
- 2013 to 2026: Biggs continued to participate in the choir. For seven years (exact years unknown), Biggs was the choir’s executive director, an unpaid position.

Keith BiggsKeith Biggs received his BA in Political Science from Portland State University and his Master’s in Business Administration from the University of Phoenix. At age 8, Keith started taking piano lessons from concert pianist Brent Johnston. In middle and high school he added to his musical background by taking up the trombone and singing. He shared his passion for the piano by teaching piano for several years. In college, he learned how to play the organ and now plays the organ and piano for several musical events in the Portland, Oregon region. One of Keith’s biggest musical highlights was being able to play the famous Mormon Tabernacle Organ in August of 2013.
Keith has been involved with the Portland Choir & Orchestra from its beginning in 2005. He has voluntarily served as public relations director for the choir and orchestra and previously as Executive Director for 7 years. In his spare time, he loves to travel, study American history, and act. You may have seen him briefly in a few episodes of Leverage and GRIMM as well as a few local commercials.
