Gordon Jenkins was a Mormon in Idaho Falls.
In 2002 pled guilty and was convicted of Sexual Battery Of Minor Child 16/17 Years Of Age. He was sentenced to 2-14 years in Idaho State Correctional Institution (state prison).
Floodlit was not able to locate a current sex offender registration record for Jenkins. However, Jenkins was a registered sex offender in 2007 and 2008.
In 1992 was disbarred as a attorney in Idaho after he was disciplined by the Idaho State Bar including, suspensions for professional misconduct and unauthorized solicitation.
A document dated September 15, 2016 by the SEC (Securities and Exchange Commission) describes allegations against Jenkins for offenses related to investment fraud:
“The Commission’s complaint alleged that, in connection with the sale of investment contracts, Jenkins misused and misappropriated investor funds, falsely stated to investors that their investments were safe and liquid, and otherwise engaged in a variety of conduct which operated as a fraud and deceit on investors. The complaint also alleged that Jenkins offered and sold securities of Arco Hills Silica Company in unregistered transactions, and offered and sold securities of Arco Hills Silica Company as an unregistered broker or dealer.”
The SEC found that between 2011-2014, Jenkins and several associates defrauded approximately 12 investors of over $500,000 via a purported mining venture called Arco Hills Silica Company. Rather than funding any mining operation, Jenkins spent the money on his mortgage, legal fees, entertainment and other personal expenses.
Jenkins was permanently bared from serving as a director or officer of any public company. He was ordered to pay over $175,000 in penalties and disgorgement (repayment of profits from the fraud).
A source familiar with Jenkins said he was once a stake high councilmen.
As of January 2026, Jenkins is not a registered sex offender. He lives in Twin Falls, Idaho.

1. Gordon Jenkins
Gordon Jenkins was born on December 27, 1945 in small rural community of Rigby, Idaho. The first 18 years of his life, his family lived on a acre farm a few miles West of Rigby. He stated his first recollection living in a small house, his mother cooking on a wood stove and watching his father harness the horses to go out into the field to work the farm with crops of alfalfa, grain and potatoes. Later the farm became more of a dairy farm. He learned to love milk and hate milking cows-especially in minus 20-degree weather. This was all before television, computers and any modern appliances. Gordon attended public schools in that same area. After graduating from High School, the next two years were spent in Austria and Southern Germany as a full-time missionary. After returning home, he attended Brigham Young University in Provo, Utah and received a Bachelor Degree in Accounting. Later, he attended Loyola Law School in Los Angeles, California and obtained a Juris Doctorate Degree. Upon graduating from law school, Gordon and his wife, Jolene, returned to Idaho Falls, Idaho where they have lived up to the present time and where Gordon practiced law and participated in various entrepreneurial-related projects. IGordon and Jolene have also spent a lot of time enjoying the beautiful area of Island Park, Idaho, near Yellowstone Park. They have three adult daughters, some son-in-laws and grandchildren. Gordon and Jolene are very close with their family and have worked hard to maintain a close family relationship. In Gordon’s later years (mid-50’s), there were personal struggles and events that brought trials, difficulties and circumstances that needed to be dealt with. Gordon decided to face the trials outright and publicly, and by doing so, he gained a great deal of prospective on life in general - including what it takes to deal with trials head-on and conquer them. The trials and experiences he went through gave him many of the insights that made the writing of this book possible.

I.
The Securities and Exchange Commission (“Commission”) deems it appropriate and in the
public interest that public administrative proceedings be, and hereby are, instituted pursuant to
Section 15(b) of the Securities Exchange Act of 1934 (“Exchange Act”) against Gordon W.
Jenkins (“Jenkins” or “Respondent”).
II.
In anticipation of the institution of these proceedings, Respondent has submitted an Offer
of Settlement (the “Offer”) which the Commission has determined to accept. Solely for the purpose
of these proceedings and any other proceedings brought by or on behalf of the Commission, or to
which the Commission is a party, and without admitting or denying the findings herein, except as
to the Commission’s jurisdiction over him and the subject matter of these proceedings and the
findings contained in Section III.2, below, which are admitted, Respondent consents to the entry of
this Order Instituting Administrative Proceedings Pursuant to Section 15(b) of the Securities
Exchange Act of 1934, Making Findings, and Imposing Remedial Sanctions (“Order”), as set forth
below.

On the basis of this Order and Respondent’s Offer, the Commission finds that:
1. Jenkins, age 70, is a resident of Idaho Falls, Idaho. Jenkins was a licensed attorney
in the State of Idaho until he was disbarred in 1992. Jenkins is the only officer and director of
Arco Hills Silica Company. He received a degree in accounting in 1970. Jenkins is retired at this
time.
2. On September 13, 2016, a judgment was entered by consent against Jenkins,
permanently enjoining him from future violations of Sections 5(a), 5(c) and 17(a) of the Securities
Act of 1933 (“Securities Act”), Sections 10(b) and 15(a) of the Exchange Act and Rule 10b-5
thereunder, in the civil action entitled Securities and Exchange Commission v. Gordon W. Jenkins
et al., Civil Action Number 4:16-cv-00402-BLW, in the United States District Court for the
District of Idaho.
3. The Commission’s complaint alleged that, in connection with the sale of investment
contracts, Jenkins misused and misappropriated investor funds, falsely stated to investors that their
investments were safe and liquid, and otherwise engaged in a variety of conduct which operated as
a fraud and deceit on investors. The complaint also alleged that Jenkins offered and sold securities
of Arco Hills Silica Company in unregistered transactions, and offered and sold securities of Arco
Hills Silica Company as an unregistered broker or dealer.
IV.
In view of the foregoing, the Commission deems it appropriate and in the public interest to
impose the sanctions agreed to in Respondent Jenkins’ Offer.
Accordingly, it is hereby ORDERED pursuant to Section 15(b)(6) of the Exchange Act,
that Respondent Jenkins be, and hereby is barred from association with any broker, dealer,
investment adviser, municipal securities dealer, municipal advisor, transfer agent, or nationally
recognized statistical rating organization; and
Pursuant to Section 15(b)(6) of the Exchange Act Respondent Jenkins be, and hereby is
barred from participating in any offering of a penny stock, including: acting as a promoter, finder,
consultant, agent or other person who engages in activities with a broker, dealer or issuer for
purposes of the issuance or trading in any penny stock, or inducing or attempting to induce the
purchase or sale of any penny stock.
Any reapplication for association by the Respondent will be subject to the applicable laws
and regulations governing the reentry process, and reentry may be conditioned upon a number of
factors, including, but not limited to, the satisfaction of any or all of the following: (a) any
disgorgement ordered against the Respondent, whether or not the Commission has fully or partially
waived payment of such disgorgement; (b) any arbitration award related to the conduct that served
as the basis for the Commission order; (c) any self-regulatory organization arbitration award to a

customer, whether or not related to the conduct that served as the basis for the Commission order;
and (d) any restitution order by a self-regulatory organization, whether or not related to the conduct
that served as the basis for the Commission order.

4. Court rejects panal's recommendation
BOISE The Idaho Supreme Court says the level of proof that a Pocatello lawyer violated professional ethics did not reach the standard required, and it has rejected a recommendation that he be suspended from law practice for six months.
The court on Wednesday in an unsigned opinion turned down a recommendation from the Board of Professional Conduct of the Idaho State Bar for disciplinary action against Gordon W. Jenkins.
Court records said disciplinary proceedings were started when the Bar received complaints that a legal assistant employed by the Jenkins law firm solicited business from the family of a man killed in a traffic accident, and a woman injured in an accident.
Both alleged incidents occurred in 1986.

The Securities and Exchange Commission charged Gordon W. Jenkins, Theodore P. Sweeten, Francis W. Kreais and Craig L. Parkinson with orchestrating an offering fraud involving the sale of interests in a purported mining company.
The SEC's complaint, filed in federal court in Idaho, alleges that, beginning in January 2011, and continuing through August 2014, Jenkins, Sweeten and Kreais offered and sold $504,436.26 in promissory notes to approximately 12 investors located throughout the country. Investors were allegedly told their money would only be used to acquire financing for Jenkins' mining company, Arco Hills Silica Company and were guaranteed a return on their investment ranging from 53% to 120% within 30 to 90 days of purchasing their notes. Instead, Jenkins, Sweeten and Kreais used approximately $422,536.58 of investor money to pay for their daily expenses, entertainment, house payments, legal expenses and medical bills. Additionally, old investors received $25,394.68 from new investors.
The complaint further alleges that Jenkins, Sweeten and Kreais represented to investors that Jenkins' mining company, held mining claims that contained 460 million ounces of gold that would be worth $805 billion. The mining claim values were purportedly based on a geological and valuation report prepared by Craig Parkinson, an Idaho licensed geologist. The complaint alleges that Parkinson's report was false and misleading, and that Jenkins, Sweeten and Kreais knew the representations in Parkinson's report were false and misleading but they nevertheless solicited investors using the information contained in the report. Similarly, Parkinson also allegedly knew investors were being solicited and were relying on his false valuation figures.
The Commission's complaint charges Jenkins, Sweeten and Kreais with violations of Sections 5(a), 5(c) and 17(a) of the Securities Act of 1933 and Section 10(b) and 15(a) of the Exchange Act of 1934. The complaint also charges Parkinson with violations of Sections 17(a) and 10(b) of the Securities Act and Rule 10b-5 thereunder.
Without admitting or denying the allegations in the SEC's complaint, Jenkins, Sweeten, Kreais and Parkinson each consented to entry of a judgment enjoining them from violating the charged statutes and rules, and ordering Jenkins to disgorge $82,757.06, plus prejudgment interest of $12,616.73 and pay a civil penalty of $82,757.06; Sweeten to disgorge $227,702.32, plus prejudgment interest of $23,238.73 and pay a civil penalty of $227,702.32; Kreais to disgorge $112,077.20, plus prejudgment interest of $12,662.75, and pay a civil penalty of $112,077.20; and Parkinson to disgorge $10,000, plus prejudgment interest of $1,354.21, and pay a civil penalty of $40,000.
The SEC acknowledges the assistance of the Bureau of Land Management, Phoenix, Arizona State Office, and the Upper Snake Field Office, located in Idaho Falls, Idaho.
