Kelly Bryce Jasperson was a Mormon in Afton, Wyoming.
In late 2024, Wyoming’s Division of Criminal Investigation (DCI), working with the Internet Crimes Against Children Task Force, arrested Jasperson after an investigation that began with two cyber tips Facebook sent to the National Center for Missing and Exploited Children.
Investigators determined Jasperson had paid thousands of dollars to women in the Philippines to produce child sexual abuse material over an extended period, communicating and arranging payments through Facebook. Forensic analysis of his accounts revealed the scope was larger than initially believed, he was reportedly paying for the material to be produced live.
Because the abuse was occurring overseas, Wyoming investigators looped in the FBI and Homeland Security Investigations (HSI), who had agents already working in the Philippines. Wyoming’s case file, shared in July 2024, ended up helping HSI infiltrate an existing trafficking ring. In January 2025, a coordinated takedown led to the arrest of five suspects in the Philippines, including a mother, her sister, and the sister’s husband, and the rescue of nine children ranging from 5 months to 16 years old, sent afterward to the Tim Tebow Foundation for recovery support. A LinkedIn post from the Child Rescue Coalition specified that one of the traffickers was a woman who had been offering her four minor daughters for live-streamed sex acts.
Jasperson was booked in Lincoln County, Wyoming on December 18, 2024, on charges of manufacturing and possessing child pornography (Wyo. Stat. § 6-4-303(b)(iii) and (iv)). He pleaded guilty and was sentenced the same day to a 5-to-8-year term on one count and a 4-to-8-year term on another.
He is currently held at the Wyoming Honor Farm in Riverton, with a parole eligibility date of April 19, 2028, and projected discharge April 23, 2030. He is also listed on the Wyoming Sex Offender Registry with lifetime registration status.

AFTON — A local investigation by the Internet Crimes
Against Children Task Force culminated in a significant in-
ternational operation, resulting in the arrest of five suspects in
the Philippines and the rescue of nine children from a horrific
situation.
The case began with two cyber tips reported by Facebook
to the National Center for Missing and Exploited Children.
The ensuing investigation revealed that Kelly Jasperson, 63,
of Osmond had been involved in paying thousands of dollars
to women in the Philippines for the production of child por-
nography over an extended period of time.
“It was reported by Facebook to the National Center of
Missing and Exploited Children, and then once it was de-
termined the jurisdiction in which the incident occurred, it’s
transferred to the ICAC commander, which in this case was
Chris McDonald,” explained Special Agent Joel Greene.
As the investigation progressed, it became evident that the
case had deeper ties to the Philippines, which prompted local
authorities to collaborate with federal partners.
The investigative team, including Special Agents Dan Alli-
son and Joel Greene from the Wyoming Division of Criminal
Investigations, worked closely with Lincoln County Attorney
Spencer Allred. They conducted extensive searches and inter-
views, uncovering alarming evidence about Jasperson.
“Our forensic guy in Cheyenne, had Special Agent Daniel

nally believed,” Greene recounted.
“Not only was he contacting these
women from the Philippines, he
was paying them for manufacturing
child pornography in real time.”
As the investigation deepened,
the team faced challenges due to
jurisdictional limitations.
It reached out to the Federal Bu-
reau of Investigation and Homeland
Security Investigations who had
agents in the Philippines.
“We sent them our entire case
file in July 2024, and unbeknownst
to us, they had been using the infor-
mation to infiltrate that sex ring,”
Greene noted.
The collaboration proved ben-
eficial when HSI began using the
information provided to infiltrate a
child pornography ring.
“Some of those names correlated
with the information from the cell
phone that had been downloaded
by Special Agent Brown,” Allison
explained. “He executed some ad-
ditional search forms on Facebook,
and we were able to collaborate
an idea of the first names being
utilized in the Philippines that
may correspond with chats and
financial transactions involving Mr.
Jasperson.”
In late January, the team received
an email.
“We got an email saying, ‘We’re
getting ready to take this group
down. Would you like to watch?’”
Allison said.
The night of the operation was
intense.
“I was on the phone, and we were
watching as the agents stormed the
room,” Greene said.
The operation led to the arrest of
five suspects including a mother, her
sister, and husband and the rescue of
nine children, ages 5 months to 16.
“It was some of the most graphic
material, especially knowing that it
was actually live and taking place.
It was a challenge,” Special Agent
Greene admitted.
“Ultimately, a lot of children
were saved, and some bad guys
went to jail,” he noted.
All of the children rescued were
sent to the Tim Tebow Foundation,
which aids in their recovery and
rehabilitation.
The Philippine government is
set to prosecute the suspects, with
potential life sentences for those
involved. Although more time was
requested in the sentencing, Jas-
person received a five to eight year
sentence on one count and a four to
eight year sentence on another after
pleading guilty and being sentenced
in December of 2024.
Jasperson is currently being
held in Torrington, at the Wyoming
Medium Correctional Institution.
No comment was provided by

Defense Attorney.

What began as a child sexual abuse material bust in Wyoming ended with the rescue of nine children from sexual abuse and exploitation in the Philippines. Wyoming’s Division of Criminal Investigation (DCI) agents took down 64-year-old Kelly Jasperson, an egregious live stream child abuse offender. The investigation uncovered Jasperson’s involvement with a sex trafficking ring in the Philippines, where a woman was offering her four minor daughters for live-streaming sex acts. She was later arrested.
U.S. Homeland Security Investigations (HSI) worked with the Philippine National Bureau of Investigation (NBI) to locate the trafficker. Mike McGonigle, Director of Special Projects & Industry Outreach for CRC, praised the collaboration: “Excellent work by Wyoming ICAC, Homeland Security Investigations, and the Philippine National Bureau of Investigations. CRC is committed to developing and delivering technology to assist law enforcement with identifying and investigating live-stream offenders. In a dramatic operation, DCI agents watched in real-time as HSI and NBI arrested the trafficker and rescued nine children, ranging in age from 5 months to 16 years. The case, culminated in successful international cooperation, saving vulnerable children halfway across the world.
While child abuse material cases are common, finding and rescuing victims is not. This case marked a significant achievement for the law enforcement teams involved, with DCI Commander Ryan Cox noting the unusual nature of a successful operation across international borders.
