He was excommunicated, with the stated reason recorded as adultery, and was later rebaptised.

A person who reported the case to FLOODLIT states that their family stayed in the Webster home as guests on first arriving in Hood River while their parents secured housing, and that he abused their four-year-old brother in the basement during that stay. By then he was already a known offender – known to his own family and to local church leaders, having been excommunicated previously.
