  WHEREAS, in December, 2019, a novel strain of the coronavirus was detected, now named COVID-19, and it has spread throughout the world, including every state in the United States; WHEREAS, on March 11, 2020, the World Health Organization declared COVID-19 to be a global pandemic;
  WHEREAS, on March 12, 2020, Governor Tony Evers declared a public health emergency to direct all resources needed to respond to and contain COVID-19 in Wisconsin;
  WHEREAS, on March 13, 2020, President Donald Trump proclaimed a National Emergency concerning COVID-19;
  WHEREAS, on March 17, 2020, Governor Evers announced new orders that limit public gatherings to under 10 people, and closed many businesses to [p]reserve social distancing of 6 feet between people.
  WHEREAS, on April 16, 2020, Governor Evers directed the Safer at Home Order be extended through May 26, 2020. While the Safer at Home Order is no longer in place. There are other local orders mandating physical distancing and proper hygiene.
  WHEREAS, as of September 18, 2020, over 33,800,000 people around the world have tested positive for COVID-19, including over 7,230,000 in the United States and 30,690 in Milwaukee County and these numbers continue to rise at an alarming rate, as well as the death toll; WHEREAS, COVID-19 has disrupted the processing and resolution of criminal cases; including out of custody cases assigned for pretrial supervision;
  WHEREAS, individuals listed on Exhibit A attached hereto have been on pretrial supervision for a minimum of 180 days and fully compliant or close to full compliance with supervision requirements for at least all of 2020; given this, a change in supervision level is warranted and necessary to safely and responsibly maintain the pretrial supervision caseload.
  WHEREAS, all necessary victim notification has been completed, the District Attorneys office and Public Defenders office have been notified and no one has objected to the modifications. THEREFORE, it is ordered that individuals listed on Exhibit A (four pages) attached hereto are being ordered from Justice Point supervision to Level 1 Court Reminders effective immediately.
