According to a person who was a close family friend and involved first-hand, he was called as bishop after he had already begun molesting a child, and continued abusing a child after being called.

The abuse was reported in order to protect the victim’s sister from the same treatment, by which time the statute of limitations on the offence had passed. He was excommunicated while serving as his ward’s Scout leader, and was excommunicated for only a year. He had been married in the temple.
