A local podiatrist is facing new sex abuse charges after additional victims came forward alleging abuse.
Since December, seven women have come forward and reported Dr. Brian M. Bowen, 49, sexually abused them. The alleged abuse happened between August 2022 and October 2023, during podiatry exams at Eastside Foot & Ankle, located in the 1800 block of Northeast 44th Avenue.
In total, there are now nine victims involved in the December 2023 and January 2024 indictments. Dr. Bowen is now indicted on the following charges: two counts of Sexual Abuse in the First Degree, one count of Sexual Abuse in the Second Degree, nine counts of Sexual Abuse in the Third Degree, and two counts of Sex Abuse by Fraudulent Representation. The final two counts stem from a new law that went into effect in July 2023, aimed at medical professionals that commit sexual abuse through fraudulent representation.
This is an ongoing investigation, and the DA’s Office and Portland Police are asking any other patients who have had similar experiences with Dr. Bowen to come forward. His photograph is being released in an effort to assist in locating any additional victims. A foot doctor working in the Hollywood Neighborhood is facing sex abuse charges involving two female patients, and Detectives are encouraging any other victims to contact them.
The Portland Police Bureau’s Sex Crimes Unit began investigating in September 2022, when an adult female reported that in May 2022, she had been fondled during a podiatry exam at Eastside Foot & Ankle, 1827 Northeast 44th Avenue Suite #100. A second incident involving a different female adult victim reportedly occurred in January of 2023. After an extensive investigation spanning more than a year, the Multnomah County District Attorney’s office presented the case to a grand jury. On December 6, 2023, the Grand Jury indicted Dr. Brian M. Bowen, 49, on four charges: Sex Abuse in the Second Degree, and three counts of Sex Abuse in the Third Degree. He was arraigned in Multnomah County Circuit Court on Friday, December 15, 2023.
